This is what I do when I am asked to pull over by a Police officer, when traveling in a motor vehicle regardless of City Town or State. I pull the vehicle over, shut off the engine, remove the keys, and place them on the dashboard. And I do not attempt to start the vehicle again until the officer leave. or tell me to leave. This takes away the excuse that I tried get away or tried to run over them. Remember an officer is just a person in uniform and a badge. They are, what they were, before they owned that uniform and badge. The uniform and badge do not change the person, it reveals the person”—-Minister Humza Al-Hafeez

STOP and FRISK
(An Abuse of Authority)

A Little about Myself:
The Honorable Elijah Muhammad, the Messenger of Allah, Who came in the Person of Master Fard Muhammad, told us that, “Qualifications is a must.” With that thought in mind, let me tell a little about myself: On February 24th 1, 1959, at the old Police Headquarters, which was 240 Center Street, in New York City, I was sworn into the City of New York’s, Police Department as a Police Officer. My first assignment was the Police Academy, which was located at, 7 Hubert Street, on the lower Westside of Manhattan New York where I spent six months, as a student… In March of 1976, I retired from the City of New York, Police Department.

Orientation:
The first day at the Police Academy was for Orientation. We were told that the Police Department was a Quasi Military organization. That the number one Job of the Police Officer was to Prevent Crime, not make arrest, but to, Prevent Crime. That this was accomplished by, Conspicuous Patrol in Uniform… That Murder was one of the crimes which could not controlled by this method.” Yet the City of New York’s Mayor and its Police Commissioner continue to give credit for the lower murder rate to their bogus Stop and Frisk Program.

The City of New Police Department has been using bogus programs for some time. There was the so-called Community Policing Program; this is why the police are there in uniform, to patrol the community, they are called Patrolman Another bogus program was the Buy back the guns, this was suppose to get guns off of the Street and reduce crime. If they really wanted to reduce crime they would simply, go back to Conspicuous Patrol in uniform in areas that have high crime, This we were told at the Police Academy was the way the Policing started; it was called the Watch and Ward. Every male above sixteen had to take their turn at the Watch and Ward. They would patrol the community.

Stop and Frisk:
Frisk, according to Black’s Law Dictionary, the running of hands rapidly over another person, as distinguished from search which is to strip and examine its contents.
We were told at the Academy that if an officer while on patrol, see some one acting strange, they may, stop that person and question, them as to their identity and if that person has no I.D, then you may frisk that person. If the officer feels something that could be a weapon, like a knife or a gun only then, are they allowed to search in that pocket or area. The officer is not allowed to go into your wallet during a Frisk. They are to ask to see your I.D. and ask you to remove it from your wallet. The officer is to record the name and address and a brief description of the person as well also time and date of the incident in their memo book.

The City of New York’s Police Department:
What kept me grounded the seventeen years that I spent with the Police Department was that, I never thought of myself, as working for the Police Department but for, the City of New York, (people of New York) in its Police Department. My check read, City of New York, (people of New York.) It was never them against us with me, No Blue wall of silence. My employer was the people of New York. This should be made clear to every member of the Department.
